Which authority issues your demolition permit?
Most property owners assume every demolition in Dubai goes through Dubai Municipality. That is only true when the affection plan says so. Selected master developments file through Dubai Development Authority. Some freehold and free-zone plots file through Trakhees. The affection plan is the source of truth — not the community name on the gate.
Filing in the wrong portal is the most expensive beginner mistake: you gather the same documents twice and lose a month. Pure Golden checks jurisdiction at inspection so the method statement is written for the authority that will actually read it.
What NOCs are required before demolition?
For mechanical demolition of a villa or similar building, expect at least:
- DEWA disconnection and NOC (electricity and water meters removed, services capped)
- Telecom NOC (Etisalat or du, depending on the service)
- Any additional NOC the authority lists for that plot (drainage, RTA, or others in special cases)
What documents go in the permit file?
Authorities want to see that the contractor has a method, not only a machine. A typical pack includes the application form, title deed or SPA, owner identification, affection plan, site photographs, hoarding or fence layout, method statement on contractor letterhead, risk assessment, HSE plan, and a note on impact to neighbouring buildings and services. If anyone suggests explosives for a standard villa — that is the wrong method and a different NOC world (Civil Defence, Police, RTA). We use mechanical demolition.
How long does approval take, and what does it cost?
DDA publishes a target of about 5 working days once the file is valid, with fees commonly described as AED 1,000 per floor plus knowledge and innovation dirhams — for example a G+1 villa in that regime is on the order of AED 2,000 plus AED 20 in dirham fees. Dubai Municipality fees and clocks differ. DEWA disconnection is often the longer wait: a straightforward villa may take 10–18 working days from application to NOC; commercial multi-meter sites take longer.

What happens if you demolish without a permit?
Unauthorised demolition can trigger stop-work, fines, and problems with the next building permit. Neighbours complain; inspectors attend. There is no legitimate shortcut around DEWA isolation — live cables in a collapsing villa are not a programme risk, they are a life-safety failure.
